Legislation and rules
The University’s operations are subject to many different Acts and Ordinances. The most important legislative regulations concerning PhD students and the University’s obligations concerning such are found in the Higher Education Act (högskolelagen; 1992:1434) and the Higher Education Ordinance (högskoleförordningen; 1993:100). The official languages for these are Swedish. However, there are unofficial translations available on the Swedish Council for Higher Education’s website, specifically at:

Annex 2 to the aforementioned ordinance contains degree descriptions (examensbeskrivningar) for the licentiate and doctoral degrees, which contain the applicable goals and requirements for each degree. General information on the legislation can be found at:

There are many other relevant rules and guidelines. Many of the rules in the Higher Education Act and -Ordinance have been implemented in the different Syllabuses and Study Plans, especially in the General Syllabus for the research subject.

There you will find, among other things, the documents Guidelines for Third-cycle Education at Uppsala University (UFV 2009/1993) and Admissions Ordinance for Studies at the Graduate Level Uppsala University (UFV 2006/1972), which contain many important rules that concretize the rights and obligations of PhD students.
